National Marine Environmental Forcasting Center (NMEFC) is a public welfare institution directly under the State Oceanic Administration, People's Republic Of China. The principal responsibility of NMEFC is to produce, issue a wide range of marine environment and disaster prediction and services management, give the technical support forthe development of marine economy, marine management, and of national defense, marine disaster prevention and mitigation provide services and technical support. NMEFC as a national forecasting agencies, responsible for the nation's marine climate and environmental research and forecasting tasks, and is China's marine environment and international cooperation in meteorology with the window.As a national full-time prediction unit Prediction Center forecasts assume a large number of tasks. With the country economic developing, our government is importance to the marine forecasting and warning work which supported the economic development more seriously, the audience of forcasting products also have increased, it take the high demand for the forecasting and warning level of NMEFC more seriously. The forecast itself, the forecasts are accurate or not, are often associated with the information and data related to the close, the prediction center national ocean observing system is also a summary of the data one of the nodes. Large amounts of data and information such as the inability to receive timely classification and treatment, will greatly affect the normal conduct of business forecasting.In this paper, the analysis of user needs, based on reference to the marine environment, real-time data processing specifications, the use of service-oriented architecture (service-oriented architecture, SOA), proposed marine data management information system design and related information model construction method, Through the technical difficulties of the system construction and forecasting demand for such issues as research and design a model of multiple data services. We prove its feasibility and correctness by coding and application in real-world. Paper put emphasis on design of ocean data management information system and the method of information model construction. We get excellent results after the application of the system.
