With the establishment of the Postal Savings Bank and the development of finance industry, the Management System of the Xiamen Branch must adapt with it. Now the banks are required to carry out the innovation of the management and business, so the production data will be analyzed in depth, then the innovational ideas of the management and business can be found. This needs to build a system to manage each operational channel production data, so all kinds of reports and the data to analyze will be rapidly made.With the computer network technology's rapidly developing, the software structure has developed from the C/S Mode to the B/S Mode. Compares with the traditional system pattern, the application of this B/S Mode has the obvious superiority technically. It can be adapted to the development and the management of the distributional application, and it can the more efficiently use the information resource.First it has introduced the C/S mode related technologies. Then it has analyzed of the business requirements, it has drawn Use Case Diagram and Sequence Diagram, so it can describe all kind of functions of the Operating Analysis Management System. On the basis of the requirements analysis, Using B/S mode design of the architecture of system, each functional module and the database with the system used. Paper finally discusses that the system has realized under the Struts2 framework. Using Struts to apply the application that the frame develops owing to that MVC designs a pattern, not only be able to strengthen the assurance of developer, but also can accelerate development's speed, improve system's maintainable and extendibility. The scheme is proven to be feasible.
