As an independent research and development of Global Navigation System, Chinese Beidou has two-way communication capabilities which differ from the rest of the world's three navigation systems. It can provide reliable navigation and communications protection for communication disruption caused by earthquake and road damages. For instance, in the rescue of"5.12", Beidou provides GPS for rescue helicopter and set up first-and real-time communication channels. Beidou plays a key role in the decision-making, search and rescue and medical care. Therefore, Beidou obtains a great decisive victory in the foundation of relief"5.12". While Beidou established a passageway for the command line and back the situation of disaster area to headquarters in time, its simple and inefficient form lead to some difficulties in passing the earthquake information communication. This paper summarizes Beidou's advantages and disadvantages in the "5.12" earthquake relief, and based on a set of design intellectual property rights of China's own Compass navigation system as a platform, set latest computer technology mapping information technology, satellite navigation and positioning technologies , communication and image transmission technologies such as geographic information systems in earthquake relief emergency command system, basically realized "BeiDou" for earthquake disaster relief navigation, positioning and real-time to report the disaster to help earthquake relief operations all personnel, thus significantly improving earthquake disaster relief, to minimize earthquake damage to property and casualty.This paper introduces the design principle and the system is applied to the key technology and its implementation. Beidou navigation and positioning system in the earthquake relief application, mainly through China's Compass navigation and positioning satellite communications platform, the use of embedded GIS technology to achieve relief in the handheld PDA unit and command information sharing to achieve the scientific decision-making and rational seismic relief. One response is the key technology plotting function that overcomes the original Compass navigation Zai application of earthquake relief enough to the original's message to the Message Communication extend digital map on the mark plotting transmission, will hit live vivid image of the pass on to headquarters, in order to achieve command of scientific judgments and rapid decisions. This article also introduces the embedded GIS technology, satellite navigation, communications and data encryption and other related technologies, then gave a detailed digital map of the earthquake relief program, and the Big Dipper in the earthquake relief in navigation and communication technology, the use of PDA in real time to hit the information plotted on the electronic map so quickly sent to headquarters for earthquake relief in disaster areas to provide an accurate and timely information for decision-making relief provided the scientific basis for the provision of relief to win a decisive victory and reliable technology protection. The system of forest fire, flood fighting and rescue and other fields have broad application prospects. This was the last of the direction of the system's application, discussed in the forest fire, flood fighting and rescue and other extensive application prospects for the protection of lives and property of our people and of vital significance to national security.
