With the development of 3G technology and the network is becoming widespread, the video monitoring become a thrend at anytime and anywhere , video monitoring services not only serve for the traditional security industry, but also services for the general public, and with the improving of the image processing technology, its applications are increasingly being used gradually to education, government, entertainment, medical care and sport e.g. GIS technology as a computer-based technology gradually emerging from the information storage and management system development to social-oriented public information service system and to infiltrate all walks of life in the information system. Using GIS technology provides the management of spatial data will be GIS technology and video surveillance technology is becoming an effective combination of a development trend. By collecting and transmitting information, which with the spatial coordinates of video information ,we will better enable users to fully understand the spatial distribution of monitored objects.Same video data are widely distributed, large information capacity of the current market, GPRS wireless communication technology commonly used peak rate 115.2kbit / s, CDMA 1X system, the peak rate of 153.6kbit / s. After testing, GPRS only reached the average business rate of 20kbit / s ~ 40kbit / s, CDMA 1X, the average operating rate of only 80kbit / s ~ 100kbit / s. Using this technology just to achIEve narrow bandwidth video services, high-quality video for the needs of the business can not meet, and the maturity of 3G technology, 3G network construction of continuous improvement that can provide up to 3.1Mbit / s rate, fully able to meet the demand for high-quality video.Traditional wireless video monitoring require Centre servers, which are supported, the server needs to be developed that specialized in software for the provided services, users can only install clIEnt software Bixu only after the terminal device . At the same time in order to maintain and to management the server software, Client software, we need more Human Resources.This article used the popular embedded ARM microprocessor and embedded open source operating system Linux, the embedded Web server Goahead, embedded PPTP VPN client open source software, and integrated 3G wireless technology designed for 3G video monitoring server. The main results of the following three aspects:1. Design with a video monitoring and provide geographic coordinate information of the embedded WEB server, by the server we can obtains the data which has the geographic coordinates of video information, allowing good control of the geographic distribution. At the same time, we can log in to the server for video monitoring by using browser.2. A solution to the wired network can not communicate with the 3G network approach. Through this method, the 3G network and cable network be connectted together, exchange of visits.3. Designed a simple DDNS service system. Through the system, can be obtained on the 3G IP address of the network to achieve the dynamic analysis.
