3D Scene Modeling is one of the important research areas of the computer science, having deep researching foundation and widely using. Implementing unified interface of service encapsulation for 3D Scene Modeling, will hide the implementation detail of different 3D modeling Software, and is enable to let these software work together. However, most tools today still lack of conceptual expression of domain knowledge, which make the domain expert difficultly to participate the process of 3D Scene Modeling. The development of Ontology provides a new way to depart the process of modeling from the implement of geometric detail. It develops a new modeling process called conceptual 3D Scene modeling, which builds the 3D scene form the view of conception, let the ones who are not expert in geometric modeling can build the 3D scene. The conceptual 3D Scene Modeling base on Semantic studied in this paper is this kind of modeling method, which is platform independence. The modeling chooses the domain expert as the user, it studies, defines and designs 3D scene model's the structure, semantics and the relations, in order to depart the conceptual modeling from the geometric construction detail.In order to put the domain knowledge into the 3D scene model, we did the works as following: analyze the character of conceptual 3D scene model, description and storage of semantic information, definition and implementation of semantic relation. Furthermore, we introduced the concept of ontology, using its rules to normalize and structure the semantic information, aim to combine the semantic information with 3D scene model, which can make the semantic information attach onto the 3D geometric model using ontology's attributes, structure and relation. This research can make the conceptual3D scene model easier for domain expert.The main work of this paper is the designing and implementing geometric modeling the structure of the system, whose target is to provide a visual, unified modeling interface, eliminate the isomerism of different modeling tools, and put the semantic 3D scene model into the system. This structure divides its modules from the points of interface, storage, format, transmission of the data, and the assembling and parsing of the model. The focal point and difficulty of the framework is the design of assembler and parser, which contains the picking of data, instantiation of ontology, assembling and parsing of semantic 3D scene model, and the examining process of constraints.Finally, we expressed the implementation level of detail of the prototype system, and verified the correctness and rationality of the system design. Meanwhile, we compare our system with the existed system-VR-WISE, to explain that our model possess a better ability to express the domain knowledge, and our framework designed with better expansibility, which will meet the requirement of encapsulating of modeling web service.
