Conceptual learning is the key to the whole education. The concept is the basic unit of students' thinking and is the key to students' learning the rules and solving the problems. Bruner said that helping the students learning the concept effectively is one of the basic purposes of the school education. A conceptual model is a semantic web of concepts which is structured by certain rules and semantic relations and consists of concepts and properties. The basic idea of ontology provided a good theoretical support of conceptual modeling, the inference rule based on the ontology can enrich the complex semantic relation in the conceptual model, can make the process of conceptual modeling automated and intelligent. Ontology-based queries can be realized by semantic search. Combination of the two in education has the potential value. This article attempts to explore a new perspective of ontological use in education, and discuss the significance of conceptual model based on ontology to conceptual learning, sharing and reuse of educational resources, the future intelligent education. The main research contents of this paper are as follows:(A) Explain the importance of conceptual learning and conceptual modeling. Sharing and reuse of educational resources, semantic-based retrieval of educational resources, as well as the development of intelligent education of the new education requirements, we need to seek the ways to solve all this problems brought by educational and its external development from a new perspective.(B) Summarize the development of the semantic web from technical and theoretical aspects, and also application of the semantic web in education. Application of the semantic web is still in the development period, and what is the weakness of the semantic web? What new opportunities will development of semantic web education bring to education?(C) By studying the theory of ontology, conceptual learning theory and conceptual modeling theory, discuss the potential value of ontology and especially the inference rule and query technology, and explore the relation between inference rule and query. Then explain the significance of building the educational ontology.(D) Based on the above theory, the article discusses the technology related to solution to the issues this paper advances. Jena software kit provides a very good tool for the realization of ontology technology since it's common and supports 16 levels of inference engine and is the best choice in the case that the amount of data is not very large. This paper introduces the principle, components and functions of Jena packages, and demonstrates simple use of Jena package.(E) Based on the above research, the article discusses the system design and realization of this modeling tool which integrates the function of ontology reasoning rules and query, as well as its specific applications in teaching, and experimental verification of the validity of the system.
