As nowadays social information-based degree raises constantly,the multimedia technology has already become a great focus in scientific research and application domain,among which,the image compression technology is one of the key technology of the multimedia field.Because of the development of internet and digital library,the image datum amount is increasing sharply.Because more definite image need more disk space to store and more bandwidth to transfer,image coding is absolutely necessary to save this space and bandwidth.There are two kinds of methods to compress digital image:lossless compression and lossful compression.Because the lossless compression's compression-ratio is very limited,it is only applied in some high-quality occasions.Therefore,studying the high compression-ratio and high-fidelity image coding is significant.A lot of researchers study the compression algorithm on the grey image.Usually the color image is separated into R,G and B three components and then the three components are respectively compressed according to grey image's algorithm.An improved method is proposed with high coding and decoding rate,good PSNR and high compression-ratio.Firstly the color image is transformed from RGB color space to YUV color space,secondly making use of the correlation of three color components of the color image,The Y main component is compressed using wavelet transformation coding and the other two subordinate components U and V are coded and decoded using DCT according to human visual properties and internet properties.Based on previous method which captures the car's image by video-based Electronic Police System,this paper brings forward a new renovated scheme:it uses three video virtual loop detector to detect the pixel's changing.The virtual loop detector is composed of small squares with 8X8 pixels and each one possessed one or two sample pixels.When the changed pixels add up to the threshold,it starts capture the car's image and save it with self-defining form when the car is running the red light.This method captures image with rapid velocity and high compression-ratio and high-fidelity quality, and it is very practical.Finally,I design and implement the video-based Electronic Police System according to the traffic manager's requirement.I apply the color image compression method in the video-based Electronic Police System, and the system is much better...
