With the rapid development of China's economic, the pipeline network is gradually important in building of our national economy. However, we save the pipeline information by using blueprints, statistical charts, cards, and so on. The manual management style and method causes a series of problems, such as the inefficient management, the low level of the data integration, and so on and so forth. The pipeline enterprise is hard to deal with the emergencies promptly when leak or corrosing cracking happened. So there is an urgent demand for the development of the general information management system which is based the technology of GIS and the modern computer.In this background, the paper designs and the long distance pipeline management system based on Client/Server. In the server, using ArcSDE 9.2 as the spatial database engine, the paper provides a unified interface of data access. Using SQL Server 2000 as the relational database management system, the paper stored the spatial and attributes data in the database. In the client, under Windows operation system, using the Visual Basic 6.0 and some ActiveX controls, the thesis designs the friendly human-computer interface. Using the MapObjects as the secondary development tools of GIS, the thesis performs all kinds of functions which the long distance pipeline management system needs. Through information management system, the geographic maps of pipeline and environment around the pipeline can be layered displayed, browsed online and printed. The mass data, including spatial data, attributives data and monitoring data, can be stored, queried and analyzed. All information data, including the geographic map, the geographic elements of map and attributives information, can be added, deleted and edited.Recently, the oil-ttolen is very serious, so the paper improves the existing system through two sides. One is that the information data of pipeline operating condition can be real-time monitored and fixed. The function meets the requirements of leak smart-alarm and leak location. The other is that the paper Considers some factors, such as weather, traffic congestion and business, affect the travel time, the thesis puts forward the concept of virtual length of the path instead of the actual path length. So the travel time of repair models is created. And using an optimization Dijkstra algorithm based on heuristic function, the system can search and display the optimal repair path between leak position and repair station. As a result, the paper solves the problem which the minimum-time path does not accord with the facts. The function dramatically reduces economic losses of pipeline enterprise and environmental pollution.The information management system could store, manage and analyse the spatial data, eccectively and accurately fix the leak position and search the optimal repair path. So, during the last two years operation in the oil-transport Company of SINOPEC, the system runs smoothly and results in significant economic and social benefits.
