Operator Training Simulator (OTS) is important for modern enterprise information construction. As OTS can improve students' operation and capability level effectively, its development is greatly focused on. Operating urea plant needs high technique skills because of the complex equipments and process. The development of the whole process OTS holds great significance for stable and efficient operation.In this paper, referring to the device's design and production data of urea plant in a nitrogenous fertilizer enterprise, the whole process OTS of urea plant based on carbon dioxide stripping process was developed. First of all, according to the process flow design, thinking of whole process model setting was figured out, various kinds of unit operation equipments together with key equipments were set up and combined into whole flow model to complete the development of process simulation modeling. Then, based on PID and SAMA diagrams, the meter system was simulated by dividing into the field level and master level, after configuration of data points, simulation pictures were developed. DCS, ESD and field operating station were simulated as well. Finally the OTS structure was analysized, and secondary development was executed to complete the functions realized in the OTS, such as scoring, working condition selections, time scale changes, shutter storage loading, trend displaying & recording, alarm monitoring, scene designs, and fault settings.The system testing showed that the system models are rigorous and the simulated DCS pictures' operating way is similar to the real operation. According to dynamic simulation results, the relative errors between simulation results and design data were less than 5%. Dynamic responses such as system start-up, system running, system shutdown and troubleshooting were identified. Not only it can be used for training, but also it can be used to explore the technical renovation and control system revamping by technical staffs.
