This article follows the development of intelligent transportation system and describes a portable inspection system suitable for traffic policeman to deal with robbery-and-theft-car accidents.In order to solve the problem of poor network, this system integrated image acquisition and information processing together. First, hardware and software architecture are built in this article. The proper microprocessor chip, the storage device, the image acquisition equipment and the image display interface are chosen to design the hardware circuit. And then Blob and Linux kernel is ported and compiled to build the software development platform. The image is gained by the USB camera and passed to plate preprocessing module to filter some noise signal. The boundary of the plate and the character is calculated by the plate reposition module and the character segmentation module respectively. A new character recognition algorithm using eigenvector is developed to solve this problem, which can easily reach the embedded system design target. After all those processes, the plate information is inquired in the database to get the information of the owner and then showed by the graphical user interface. The system test result indicates that this design can realize the function of image acquisition, recognition, information inquiry, and so on, which meets requirements.The article summarizes the achievement and the deficiency in the research and proposes the research goal of next step at last.
