To meet people's increasing needs of accessing network to acquire information anywhere and anytime in various communication environment supported by various communication technologies, the future mobile communication network will be an all IP-based heterogeneous network, which will enable integration of different radio access technologies, seamless handover and transparent service delivery across one network. Radio resource management is a crucial issue in studying heterogeneous wireless networks. However, for the complexity of the problem, it will cost high to do large-scale project experiment. Current researches focus on theory analysis. We are trying to build a software experimental platform to simulate the real communication environment, which will provide basis for the algorithm using in practice.We select cellular network which represents traditional mobile communication, WiMAX which represents broadband wireless access technology in metropolitan area network, and WLAN which represents broadband wireless access technology in local area network to build a heterogeneous wireless network experimental platform, based on which we study radio resource management technologies with active characteristic. This paper designs and implements the optimization and upgrade schemes of cellular air interface in heterogeneous network platform based on the existing basic architecture. Firstly, we compare TD-SCDMA with LTE and make sure the upgrade scheme. Secondly we perfect existing function and add new functions in the platform. Thirdly, we add interfaces and communication procedures in the cellular platform corresponding to the radio resource management technologies with active characteristics. Finally, we design use cases to ensure the functions of the cellular platforms. All of above and other parts of heterogeneous network platform enable the radio resource management algorithms verified in the platform have more practice value.
