Along with the rapid development of telecommunications industry, the traditional telecommunications philosophy and architecture are continuously influenced and changed by the new technology revolutions, especially Internet. While PSTN is far from satisfaction for consumers'ever-increasing demand, the emergence of NGN, which symbolizes another new era by shifting the drive of telecommunications networks from technology improvement to service demand, brings hope for the industry. This thesis is exactly directed against problem described above,regarding the current situation of HF telecom PSTN as the main researching object.Do research,planning,and designing on softswitch project of HF Telecom Corporation.The paper introduces the development and application of NGN, discusses the characteristics, NGN system based on the soft exchange network layer structure and main agreement. In the meantime the paper put forward with hefei local network presented the bureau NGN network local project ideas and solutions part. The scheme mainly discussed the nets unit's setting, interconnection,programming of bandwidth and the new business planning.The scheme also deeply research several key problems need to be solved in NGN network,including the hidden trouble and hefei regional fission scheme.
