As the emergency and application of more and more various radio networks, the co-existence of many kinds of heterogeneous networks will be the trend of the development of the mobile telecommunication, and the end to end reconfiguration will be accepted and applied extensively as the key technology for the heterogeneous network convergence, consequently, the optimization of radio resource, as the main target of the end to end reconfiguration will be the focus in future wireless communication.The demo system was developed with a lot of mature software and hardware technology, it is analyzed and designed to simulate the joint radio resource management (JRRM) in heterogeneous networks. The demo system includes three functional modules:physical terminal, to display various services and vertical handover; virtual terminal, to generate many virtual terminals which are reconfigurable; JRRM server: to operate load balance by joint session admission control (JOSAC) and vertical handover (VHO).The whole development of system follows the software engineering process strictly, including requirement analysis, system design, coding and testing, this ensures the quality and efficiency of development. The system has passed testing and is on use. It shows that the system could satisfy the functional requirements, and becomes an advanced and reliable platform to display JRRM in heterogeneous networks.
