The streaming media technology has achieved great progress in the current Internet. In a traditional client-server streaming system, server bandwidth creates serious bottlenecks limiting the scale of Internet video services, with interactive of video on demand (VOD) requiring even more bandwidth. With the development of P2P technology, the system can make full use of the idle network bandwidth resources and memory space, so it can reduce the server's burden greatly. It has a good performance without changing the configuration of existing network. The main challenges reside in P2P-based VOD system that users can start watching a movie at any point in time, with high fluency, low latency and sustainable playback rates. It is significant in reality to build a P2P-based VOD system with large-scale, high scalability, reliability and performance. Therefore, how to provide a large scale of streaming media has been a hot topic all the time.In this paper, VOD system principles are analyzed. The thesis studies the BT's operational principle, protocol and the implementation. The author deeply researches and analyzes the possibility idea that a BT-based protocol used in VOD system. Depending on the analysis of existing BitTorrent algorithms, we put forward a new piece selection algorithm to improve continuity index. On the basis of above studies, a BT-based VOD system is proposed, which is named OutPlay system. Firstly, through analyzing the user's requirement, the paper establishes and analyzes the mathematical model of a BT-based VOD system, focusing on the design and implementation of key factors. Finally, through testing the OutPlay system and analyzing the results, we proved that OutPlay can provide good viewing experience and has strong expansion capability.
