With the development of digital technology, the digital intelligence has appeared in many corners of society. As the improvement of people security awareness, the monitoring system has gradually become the mainstream of Security Measures. However, traditional analog video surveillance, such as video surveillance, digital video surveillance and network-based digital video surveillance and so on, are all used in specific occasions, such as buildings, banks and other places. Not only require special equipment and private person to manage, but also the transport distance is limited. Who can not achieve long-distances monitoring, becomes the bottleneck restricting to the development of monitoring. With the development of modern communication technology, the possibility of network monitoring system increases. The rapid development of mobile wireless networks pushes the information bandwidth of transmission to be greatly improved. Now the GPRS communications network has been very stable and reliable, with GPRS network expansion transmission distance to achieve wide-area within the scope of information and over the great difficulties of monitoring.A remote monitoring device system is designed and implied in this paper, which monitors the object with detectiving and following by the embedded terminal and wireless mobile network. Using the Open Source Computer Vision Liberary based on Linux to complete the detection and tracking, then to transport the image to Interim Server by the Wireless communication module. Server does next save and maintenance in order to provide view for user by cell-phone and PC. The main task of the article focuses on four aspects:First, the build of ARM-Linux embedded terminal software and hardware platform. Second, complete of the detection and tracking of target and the upload of image to Interim Server and the send of alarm. Third, complete of maintrance of data information. Forth, complete of the design of mechanical device and the GUI of PC and Cell-phone Client. This device can be widely applied in home security, car alarm, traffic monitor, bank security and other fields. With the growing demand of intelligence monitor of society, this device will be widely appllied in intelligent and digital society.
