With the functioning of several business systems of postal integrated network, such as postal centre office production system, electronic post office system, postal transportation control system,EMS trace and tracking system, postage issues management system, electronic remittance system and postal savings system etc.,the informatizational level of China Post is becoming higher and higher. It is so urgent to make deep analysis of the data collected from these systems to improve postal management and operation. China Post Group has decided to construct postal business volume and income management system, which could assist to realize automatic data collecting, checking, up-reporting, accounting, analyzing and prewarning.In this way, all postal managers could learn actual situation of their enterprises rapidly, accurately and truly so as to make correct managerial decision which would lay a concrete foundation for national postal management and operation.The introduction and the state of art for the postal management were given and the main problems which should be solved were talked about. We also talked about the target; design rules, system architecture and system function modules, and analyzed the core business, user interface design, system interfaces. Also the techniques were provided.This article is divided into five chapters. The first chapter of project background, main content, and organizational structure; Chapter 2 describes the postal metering management system requirements analysis; chapter 3 focuses on postal metering management system design; chapter 4 describes the postal metering management system design and implementation; the main postal traffic your chapter management system line of the summary.
