Service is the critical factor for telecommunication service providers to achieve their commercial value. The service provider, however, has invested a lot of money and time in introducing new technology, high-tech equipments and constructing more reliable telecommunication networks to provide various services as well as to meet different kinds of requirements and they are expecting to make profits over all the provisions of services they have got. Given the increasingly intense competitions among SPs after the recent reconstruction in the telecommunication market, a good service becomes the vital element for the companies to survive. In the response of the telecom network developments and the requirements from users, the development technology of service grows accordingly in a much more open, versatile and friendly way. On the other hand, the development of Internet technology provides a solid base for telecommunications services opening up.This paper mainly focuses on the opening interface technology of telecommunication services. Firstly, I made a brief introduction about the concept of the service, and pointed out the significance of telecommunication services opening technology. After that an overview is given on the current telecommunication development technology and most importantly, web API technology-the Remote Procedure Call(RPC) technology and the Restful web service technology. I did a research on the RESTful web service practical architecture-Resource-Oriented Architecture (ROA). Secondly, I took the video monitoring service as an example that by introducing the ROA into the video monitoring system, compatibility problems among devices from different manufacturers have been effectively solved, also the RESTful web service interface for the video monitoring service has been created consequently. Based on the theory of ROA, I designed all the video monitoring system, and then succeeded in implementing all the designs on ROR (Ruby on Rails) platform. Lastly, some demonstrations using the RESTful web service interface were showed, which were designed and realized in the previous chapter. Not only I confirmed the feasibility of the design interface, but also showed the RESTful web service interface advantages:Cross-platform and ease to be used.The significance for the introduction of the web API technology into telecom service is to lower the threshold of development of telecom service, to expand the area of platform being used by telecom service development and to eliminate the barriers among devices from different manufacturers.
