With the vigorous informational development of China's telecommunications industry, centralized monitoring and management system of communications power and room environment (hereinafter referred to as monitoring system) plays a crucial role in telecommunications operator's network management and supporting security system. Meanwhile, communications networks'capabilities of running quality assurance and low-cost operation have become an increasingly prominent role. Therefore, management functions in monitoring system need continuous development. Especially in the general business needs of all industry fields' "energy saving and emission reduction" project, continuous improvement of monitoring system functional modules and intelligent level becomes more important.The centralized power and environment monitoring system developed by our laboratory is also facing the expansion of management modules and the requirements of system intelligence improvement. This paper starts from the transformation of database performance and the improvement of network management analysis abilities and decision-making capabilities. Through the combination of monitoring system design, on-site operation and the "energy saving and emission reduction" business requirements analysis, improvements to the existing database systems is proposed. By using the key technology of decision support, also with the "energy saving and emission reduction module ", the paper realized intelligent decision-making function design about intelligent air-conditioner. Through concrete design and implementation of network management function modules, system management functions has been optimized, intelligent decision support capabilities greatly enhanced, but also can protect the environment and power equipment, communications room safe, efficient and energy-saving operate.This paper discusses the current primary database, data warehouse optimization theory and decision support systems critical technologies. This thesis expounds current primary database, data warehouse optimization theory, decision trees and decision support systems critical technologies. In this thesis, based on analysis and optimization of laboratory monitoring system's database and data warehouse structure, in accordance with the operational needs of energy saving and emission reduction, the design of intelligent decision-making function modules is fulfilled. And with the DTS technology in SQLServer2000 database, the decision-making and analysis optimization program of intelligent air-conditioner is achieved.
