With the development of Shengli Oil Field, there has a great incensement of vehicle numbers in all levels of units of Shengli Oil Field. Presently, there are totally 8,166 auxiliary vehicles classification for production, 1,378 vehicles for drilling and extracting and 420 vehicles of other usages. Though productivity has been greatly increased, the problems of vehicle management and safety operation is becoming more and more serious, as far as these problems are concerned, Shengli Oil field transportation company started the research of vehicle surveillance system.According to the needs of vehicle surveillance in Shengli Oil field, we carefully studied the development of vehicle surveillance in domestic and abroad, compared the advantages and disadvantages from of several companies, and made the goal of building up a distributed vehicle surveillance system that can compatible with vehicle terminals from different venders. In the overall design, a system that involves three levels which namely vehicle terminals, surveillance center and distributed surveillance clients was put up, and afterwards, we designed the surveillance center and distributed surveillance clients in great detail. As to surveillance center, we decided it includes four modules, that is: communication, protocol analysis, message route, data storage. As far as surveillance client is concerned, we implemented the functions such as command dispatch and receiving, vehicle location navigation, alarm info processing, history record rewinding and user management. Especially, the putting up of the standard protocol that can compatible with multiple vehicle terminal protocols and the distributed surveillance structure are innovations of this paper.First, We recommended a standard protocol which includes 26 commands that can compatible with vehicle terminal protocols from different venders, with this protocol; we build up interfaces between standard protocol and vehicle terminal protocols and thus enhanced the compatibility of the whole system, make it possible to use equipments with even more powerful features. Secondly, we adopted a distributed surveillance that can be easily extended, especially when there are more vehicle terminals need to be managed, furthermore, the distributed structure make a very good basis for vehicle location query from webpage .At last, we use rapid prototyping method in system develop process. During the development we discussed with the users regularly and implemented the system by an iteration process, thus, decrease the time expense remarkably, and with strictly unit test, program function test, efficient test we can ensure the stability efficiency of the whole system. The system has been in operation currently and gave a effective solution to vehicle management in Shengli Oil Field.
