I analyzed the features of these methods, pointed out that there were still some shortcomings in methods, and suggested a new five-stage implementation method.The paper focus on the cost estimate issues of the secondary development project in the implementation of Oracle ERP, through analysis of the compatibility of AIM (Application Implementation Method) estimation method and the primary cause of the estimate deviation in actual usage process. In view of these reasons, the paper further proposed some improvement methods to present estimate model: capture the primary factors that influence development work load to improve the existing evaluation criteria; introduce the point of application as the estimate unit; eliminate the stepped sudden change problem of difficulty appraisal through linear interpolation computation adjusting application points; integrate the COCOMO II extended model application composition model to introduce the developing multiplying exploiter ability experience's factor to estimate model.The improved implementation and estimation methods could be the reference role in Oracle ERP project, and will provide the the technology, templates, best practices and management standards for all aspects of the project cycles.
