With the rapid development of micro-processor and high performance network, cluster computing has gradually become a high cost-performance parallel/distributed computing resource. Load balancing is an important technology in cluster systems which improve the system performance by balancing the load between nodes. Dynamic load balancing has become a hot field in recent years; it makes distributing load decisions according to the system-state information. So it can get better performance. The Dynamic Load Balancing System Based on Surplus Computational Power is a dynamic load balancing system using a new load index which is the surplus computational power of the node. The new load index not only takes the status resources into account but also the node capability. So it presents cluster system processing ability and the load being deal with well and better flexible than other load index in load balancing sytem. The load information of the system is collected dispersedly and managed centrally. All nodes collect load information and report it to the centeral node to form information vector table as their state has changed. Centeral node makes decisions according to this table. Besides, we combined task scheduling and process migration to get better system performce and reduce additional cost of load balancing system. The experiment results show that our load balancing system decreases the executing time of tasks and improves the cluster's performance compared with other systems. So our load balancing system can solve the cluster load balancing problem effectively and flexibly. Our system makes up some defects in existing systems.
