With the frequency and diversification development tendency of public emergencies, such as natural disaster, incidents disaster, social security event and public health event as well as other public emergencies, these emergencies cause tremendous damage to live and produce something for human living and have serious impacts on stability and harmony for society. Therefore, many researches about public emergency management are made in every country all over the world. Contingency plan is a project guide document for emergency response, and also it is the core of public emergency management. However, nowdays, text form is the main stored form for contingency plan information mostly, what is more, these information is poor formalized and relevance so that they can not play an importmant role effectively. Therefore, how to achieve contingency plan digital is an important research topic for emergency management. Contingency plan digital is normalized description about contingency plan contents, including launch conditions, dispose principle, contingency plan organization and responsibility, emergency resource and disposal business processe and so on.As a conceptual model tool for modeling which can descript information in semantic and knowledge level, domain ontology can improve accuracy of domain information description. Therefore, constructing domain ontology effectivingly for descripting domain information is the key to promote contingency plan digital process. Because of plenty of advantages, such as perfect theory basis, simple data model and explanatory query language as well as others, the database based on relational data model (RDM) is more widely used than other type's database. Besides, drawbacks from domain expert insufficient participation can be migrated because the database stores enough domain information.According to "Master State Plan for Rapid Response to Public Emergencies", which is issued by China, and combining contingency plan information stored in relational database, a domain ontology construction approach for contingency plan is proposed in the thesis.Firstly, logical model of relational data model is gotten by Rational Rose, a tool of database reverse engineer, and conceptual model also is gotten through analyzing logical model; then physical model is achieved by querying system tables of relational database. By analysis of relational data model and ontology model, a transform rules set is defined. Then, domain ontology for coalmine contingency plan is constructed and WordNet is used to standardized ontology concept in order to make up domain experts'under participation. Lastly, the accurancy of domain ontology is validated by triple validating method in theoretical analysis, grammar and semantic so as to prove the construction approach is effective.The experiment shows that the approach can construct domain ontology from relational database for contingency plan effectively, and it also can improve construction rate and accuracy of domain ontology. And then the research promotes contingency plan digital process.
