Along with the development of mobile communications technologies, the applications of mobile terminals are developping in many ways, and the population of mobile Internet users is increasing year by year. The the types of the information on Internet is numerous, which interferes the users and increases the difficulty of information searching by users because of the huge amount of information, especially for the mobile Internet users. The mobile terminals are small, inconvenient for operation, and weaker to bear high capacity of messages than PC. Therefore it is a very prominent demand to achieve personalized information services for mobile users.In response to this situation, the thesis designs and implements a framework of intelligent information matching mechanisam for mobile users. Based on the analysis of the needs of mobile users, this system realizes the personalized information services by translating the needs of the users into the users' properties, and matching the properties dynamically and statically between users and messages, then the matching results will be sent to users by short messages or system messages. Supported by the framework of intelligent information matching, with the application of online survey as the breakthrough point of the research, this system establishes a set of process of intelligent online survey including posting surveys, matching surveys, filling surveys and statistical analysis of the surveys' results.The dynamic intelligent matching is mainly based on the user's location, while the the static intelligent matching is based on the individual subscription and personal basical infomation of users.This thesis designs the architecture and the database of the whole system, and descibes the conceptual design model-ER Diagrammer and table structure of the database. The system adoptes C/S architecture and the clients asynchronously communicate with the server by TCP protocol. Based on the TCP communication, this thesis designs and implements the communication protocol at the application layer. According to different message types, all communication data are encapsulated as message packets with a unified XML format, which includes message header and message body. To ensure data security, and reduce the size of the packet, the transmited message content can be encrypted and compressed. The XML has good expansibility, which facilitates the expanision of the communication protocol.From the view of function, the system has six function modules, including user management, integration management, online surveys, message management, intelligent matching and configuration management. The system attracts mobile users with integration service, matches and sends appropriate information and survey datas to users based on intelligent matching function, which achieves the goal that provides personalized information service for users.
