With the rapid development of China's railway transportation and the high-speed, heavy rail railway's operation, the traditional management approach of railcars has not been adapted to such developing situations. Using computer aided managing railcar to improve the efficiency and to allocate resources scientifically is an effective means. This paper studied and analyzed the relevant application system home and abroad, combining with the issue from Ministry of Railways, developed the railcar management information system.First, the paper based on the full investigation of railcar management contents, classifying its related businesses, using the object-oriented theory and UML technology to analyze these businesses, extracted the system functional requirements and discussed the non-functional requirements from the aspects of availability, scalability, ease of use of the system and so on; then, according to the actual needs of the system, combining the reality of railway post-network, proposed the network architecture design of this system and the system's operating mode, the overall structure of the system was also described from the system external view and internal view.Secondly, according to the system's functional requirements, combining with the actual railcar management of the Railway Administrations, the works sections, the maintenance bases, public works machinery sections, This paper detail designed the system's function architecture, sorted the needed data, and completed the database design and implementation of the system, achieving the edit, query, statistic, analysis and forecast functions of the data from the equipment basic, inspection and repair information, and output the result in electronic forms, reports, etc.Finally, based on the references of research results of management information systems home and abroad, this paper realized some core functions and key technologies which were required by the system development and business processes, such as system authorization mechanism, data synchronization, offline annual inspection etc; and introduced the deployment approach and process for establishing the operation environment of the system.Railcar management information system is a large and complex system, this paper only focused on part of the function's completion. Although the system is now used widely, there still a lot of work to do, such as:maintenance management, analysis and decision making, data transmission and so on.
