Railcar Management Information System (RMIS) is a network management information system, used by the Ministry of Railways, the railcar departments of the Railway Administration, business management authorities and grassroots segments. It has multi-level using, information integration and sharing and certain auxiliary decision support functions. The system has large scale users, broad distribution and a characteristic of data distribution, which make the deposition and maintenance of the system more difficult. What's more, the functions require constantly expand and change. So if we develop solution schemes in accordance with common information management system, we can not resolve functional problems such as data visitation, data synchronization, business logic development and user authorization properly, also can not satisfy the needs of non-functional aspects, such as scalability, maintainability and stability of the system. Therefore, it requires providing a practicable solution by combining the actual condition of railcar management system.The supporting platform of RMIS is put forward based on the above purposes, it mainly solves functional and non-functional issues during the developing process of RMIS, reduces the difficulty of development and accelerates the process of the software development. It also deals with issues about software deployment and post-maintenance, and provides a better supporting environment for distributed information management system. The supporting platform researches the development methods of information system, makes detailed analysis by combining the RMIS's features, extracts the main functions of the platform, and then makes the functions implemented by using object-oriented analysis and design method and combining with the designing patterns theory. Thus, the platform will meet the RMIS's functional and non-functional requirements.At the beginning, this article discusses the background of the RMIS supporting platform, comprehensively describes the characteristics of the RMIS and the problems which need to solve, also analyzes and summarizes these characteristics and problems in order to extract those supporting the platform's functional and non-functional requirements; and then proposes the platform's architecture scheme through utilizing software engineering, software architecture and other related theories, which makes the system more consistent with the demands of users and possess scalability and reliability characteristics; afterwards it expatiates on the key technology and functional components of the platform's implementation and highlights the automatic update, data synchronization, uniform access to the database and other components or interfaces'implementation; finally, the article gives summary and outlook to the supporting platform and hopes the supporting platform can be used in other management information systems'development after expanded on the basis of the current situation.
