The Design And Implement Of Mixed Mode Health Record Banking Management System

With the social development and people's rising living standards, the health care issue has drawn wide attention, the establishment of health records has become the focus of hospital development. Currently, the domestic health records information system just focused on community health service centers, but these health records systems have not achieved two-way referral between community health service centers and regional secondary and tertiary hospitals yet, besides, health record information can not be transfered and shared between medical institutions. Particularly for the special population of military people, the health management issues become more prominent. First, the network is not flow enough, and data storage is distributed; second, data can not be updated immediately because of the staff mobility; third, as the centers (or hospitals) use different information softwares, the data standards of electronic medical records are not unified, and can not be shared, which led to "information islands". So health record banking management system will be played an increasingly important role.Combined with the construction object of the Golden Sanitation Project and, this paper introduces the design scheme, security and implement technology of the Health Record Banking Management System according to the actual situation of the special staff. Then the laws and policies involved are analyzed, specific suggestions are proposed.In this paper, according to the characteristics of hospital information management system, the Health Record Banking Management System is analyzed and designed in structured method. the subsystems are designed in details, including:physical examination information system; hospital information management system; personal information inquiry and personal biometric management subsystem; financial management system and information management dictionary. The diagnostic and the therapeutic schedule of commonly and frequently encountered disease are included. This not only provides function support to the personnel information management but also provides decision support for the doctor to make a diagnosis and give treatment. There are modules of browse, record, amend, deletion, inquiry, output and help in all the subsystems. The system is combined with information system development and database technology, using XML documents for data exchange.Health record banking system has the features of openness, transparency, real-time. And the system is set up for special populations, there is not only speciality but also versatility in system thinking, structure, layout and data organization. The system implements classificatory management of health record information, which is simple. Following the modern medicine model of "Biology-Psychology-Social", aiming at the great health-impact by the special environmental conditions, data integrity and continuity issues are put on the important position. In addition, we cooperated with professionals to carry out health tests and data analysis, which contribute to guide the health care work for the especial populations practically, and has practical significance to promote the development of military health and realize "normal service, emergency support".
