On The Integrative Management System Of MVC-based Accumulation Fund

Because of the different levels of economic development in cities and counties, the implementation scales of provident fund system are also different. The extent of the implementation of the accumulation fund system has a significant relationship with the level of informationization.The level of informationization determines the fund management level and management level exerts a direct impact on the healthy functioning of accumulation funds.At present, many of the management centres are completely entrusted to banks. Management center continues the business through the secondary accounting for management, so it causes great difficulties for management center. Therefore, on the basis of learning from brothers cities advanced management experience, combining with the actual situation in HRB, this paper presents a fund management system design.The system is constructed in view of the state's housing reform policy and the actual situation of financial management center, so it is known for the long-term planning, and comprehensive design, so it has the advancement, safety, rationality, economy and scalability.For the actual needs and security concerns, the whole system will operate within the private network, which isolates from the public network. Making the use of the existing DDN network, management centre as a special point of the network, in order to ensure each data privacy and set the firewalls, then make the accumulation fund system only have the right to access into business office,but management centre has no right to access into internal network resources of the bank.System that based on J2EE architecture, uses Tomcat as the Web application server. The struts framework which use spring2 framework and based on MVC mode is considered as the implementing framework, the framework enables the access to the database and services,and make it conveniently fit to the oracle database. The struts2 which uses the mvc framework for application development, has a high degree of flexibility and extensibility. The development tools of the whole system is the integrated development environment eclipse, which is powerful and convinient.The whole system was built on top of open source products, while ensuring product quality, the development cost has been dramatically reduced.The system includes a accumulation fund imputation of various enterprises and institutions, individual loan, accounting, audit management, asset preservation, query statistics, the host data reception and conversion.The system will manage the provident fund in management center and commissioned banks by centralized management in computer. Several service windows, (which include accumulation fund account stated window, accumulation fund withdrawal window, the financial settlement window), the payment of accumulation fund, transfer, extraction and other operations are done automatically by the system, and the withdrawal cash operations is completed done by the trustee bank. After the end of each working day, the system could complete updates and synchronization of the data management center and bank data. The cost polls subsystem of the accumulation is responsible for dealing with daily register, deposit and related transfer. Via the cost polls subsystem, the cost polls center can view the business situation of cost polls to complete the whole summary, statistics and analysis, forming a journal sheet. By analyzing the result, we can discuss the next plan and measures, hence the working plan can be made.The individual loan subsystem of accumulation fund is an important part of the whole management information system, which is mainly used in individual loan. The system is divided into two parts:the provident fund loan and withdrawal.Accounting subsystem is a standard accounting software, and it should have the main function owned by mainstream accounting software in market. Meanwhile the system can be used for accounting of accumulation fund.Audit management is mainly used by the center of audit. Auditors can check up the accumulation fund register, account opening, payment of each unit of the city, as well as related document, data, information and they also can be input, consulted, calculated, and printed; implementation of law inspection, administrative punishment, requirement of law enforcement of the accumulation fund also can be managed by the system. It can manage the journal sheet, administrative enforcement file, administrators make management by computers.The protecting subsystem is used by the department of assets preservation and it helps the departmenta to deal with the related business. Management of overdue loans which include the basic situation, dealing situation, efficient use and realization of assets and management of assets can be realized via the subsystem. At the same time, related business of management of individual loans,which includes the return and approval of margins, certification of trust degree of guarantor for loans and evaluation and mapping.Data reception subsystem includes two parts:one is to transform the data from the center hall to banks; another is to receive and transform the data from the entrusted banks via special line.The exploration of the system dramatically simplifies the working amount of the center of accumulation fund, improving the working efficiency of the center to ensure the accuracy and instantaneity of data. Therefore it has got realistic significance.
