China is a traditional vegetable exporting country. The latest data given by Commerce Department shows that China's edible vegetable exports amounted to $3.156519 billion from January to September in 2008,which is 8.8% more than the value of the same period last year. The total exports of vegetables, fruits, nuts and other products were up to 43 4.586 million U.S.dollars, which had a growth of 15.2% compared to the value of the same period in 2007. Of all the exports of vegetables, the amount of Japan takes 26.42%. In order to ensure stable growth of exports, it is crucial to ensure the quality of export vegetables. And the only way to ensure the quality is to establish a standardized production system, which could provide the information management of Inspection and Quarantine. However, at present, we don't have such a mature management system for the inspection and quarantine in imports and exports in our country. Most of the existing inspection and quarantine management systems are concentrated in the exporting declaration management without any management for farmers planting, which is, however, the most important basis of the quality of vegetables. With regards to this, the authors design and implement an import and export management information system based on SpringSide. This system has two modules, one is the module of enterprises (farmers) and the other is the module of import/export Inspection and Quarantine departments, which are two relatively independent modules while rely on each other and share information. The module of the enterprises (farmers) include enterprise base applying, vegetable planting, fertilizing, spraying, harvesting, freezing, and then processing, packing and other parts; and the latter module implements viewing the situation of the company's(Farmers') base approval, viewing the cultivation information and other components such as export declarations and other export-related components.This system uses the open source JavaEE technology-SpringSide technical architecture. The development costs are lower and all developments use open source solutions. The deployment of this system is convenient and can be deployed on Windows, Linux, and UNIX and other platforms. This system has the high expansibility and it is easy to continue to develop on it. It also has high security because the information in the system is totally confidential.This system has been on-line for two years, running effectively, ensuring the quality of export vegetables, preventing the phenomenon that the pesticide testing indicators of export vegetables failed, increasing the rate of export clearance, accelerating the rate of export of vegetables; upgrading the concept of cultivation information of enterprises and households.In short, this system achieves the network and information management of vegetable planting and Inspection and Quarantine.In this paper, we first analyze the background of the Inspection and Quarantine information system and introduce the JavaEE-related knowledge, then carry out a detailed requirements analysis and system design and finally introduce a concrete implementation of the system.
