With the development of the reform of the basic medical insurance system, a continued increase in the coverage of basic medical. But now most personnel clinics can get low income from the insurance, people usually pay by insurance only when they buy some materia medica in a clinic. So the position becomes worse for the clinics. What they need is two things more support from insurance and greater efficiency. Both of them need a good personnel clinic management system. Medical record is a train that carries Patients'medical information and Plays a significant role all through the clinical Process. But little clinics cannot afford to build a clinic medical treatment information so a small and flexible personnel clinical software system seriously needed.SO we developed the clinical controlling system, which can allow the users to manage their medical information on computers without large amount of money.The Process used the tools of Unified Modeling Language (UML) and strictly observed software engineer criterions. The requirement analysis is abstracted from Practical work and researches in personal clinics, along with the existing standards in medical record writing. Based on the requirement analysis, system use case models are constructed, and the system functions are distributed refer to them. The system includes four sub systems:system management, Finance management, nurse model, web communion.Main work we do was that we finally got a Clinic Management System (CMS as abbreviation) which was developed by Struts and Hibernate Framework. The system has an abundant of functions and very good extendibility. You can free change the relationship among user, role and permission by flexible RBAC(Role-Based Access Control). So the system can suit to most inland clinics with different composition. It could work well in different size clinics that even have different operations.This Paper analyzes the background of this system, nowadays situation of Hospital Information System clinic document management system, then concludes questions need to be solved. System over all architecture, requirement analysis, architecture design and representative detain design and implement are described. According to the requirement analysis the system is modeled. Class diagrams are applied for describing static structure,and sequence diagram for dynamic structure. Classes are then abstracted and transferred to relational database pattern, and system, database Part designed from these Patterns. In addition, the Paper also discusses the network and safety structure of the system. At the end of the paper, we analyzes and discusses some key questions in the Process of system implement and test method. And I'm mostly in charge of Outpatient Subsystem and Permission Subsystem.I preside over the analysis, design and realization of them.
