It reveals the primary menace and unsafe elements by anatomizing every structure layer as physical layer, network layer, system layer, application layer, management layer, and bring forward the critical safety technology which offers the theory footstone for designing government affairs system to resolve all the questions which was referred hereinbefore.Also the paper propose the criterion and method to divide the system grade referring to《The implemental guide about the safety grade of electronic governmental affairs information》According to the analysis of electronic governmental affairs safety and the principle of safety designation for electronic governmental affairs, implement this theory to guide the designation of electronic governmental affairs safety system in Weifang economic development zone, to divide the system grade with the method of grade dividing, and applying this outcome to the whole procedure of all the designation.On the base of grade affirmation, we carry out the concrete safety technology including physical insulation technology, firewall configuring, how to choice virus protection, copy device and how to achieve network safety management system and so on.This thesis mainly focuses on how to combine theories with practice of E-Government security system development.
