This paper's topic is from a office automation project of Trade and Industry Bureau, a demand that a large number of electronic documents need automatically seal and print, eliminating the cumbersome human machinery work. The paper is based on MS Word Office platform, using COM component technology, developed a applications on the secondary development of Word to make Word documents can automatically stamped to print. The seamless integration between Word and Seal system is realized. Meanwhile, the use USBKey smart cards as a safety storage carrier, stored as digital certificate and stamp seal that require high security, combined with PKI mechanism and digital watermarking technology in image processing to ensure the safety seal picture. Here, taking the characteristics of seal image and safety into account, the paper provided a special blind seal image watermarking algorithm. Tests result show that the algorithm has a very high accuracy on watermark extraction by the common geometric attacks and signal processing achieved desired results.This paper first analyzed the e-seal technology researching and development in the background and trend, and then proposed research purpose and contents. Followed by pairs of the system concerning related theories and key technologies were studied in detail and discussed, including USBKey smart card, PKI public key mechanism, digital certificate, digital signature and digital watermarking, as well as COM component technology. Then gave the detail implement and coding for each module and described the system processes of the target system, and demonstrated the achieve results. Finally, the article summarized the work done and future research directions.
