With the development at full speed of technology and increasing frequency of information exchange, people enjoy it providing technical support for the rapid social progressing and economic growth, at the same time, they are also face with some fraud cases on the network and some important cards, such as a passport, a credit card, and other IDs. And attaining the important data of military and government and people, based on the network technology. It has produced important economic losses and bad effect to society in our country. So research on security technology is more and more important.The highly intensive encipher algorithm provides important guarantee for protecting the valuable data and preventing the crime of computer network. For development of technology, the traditional methods of encryption are facing to challenge. Because chaos has the ability of pseudoranm, sensitive with initial value, unpredictability of path and other good chaotic characters, it is attentioned deeply. As a new encryption technology, the digital chaotic encrytion techonlogy has already got much more interest from all over the world.This thesis is based on National Natual Science Foundation item(item number: 60707004) and Government grant item(item number:2006A14GX044). On the ground of brief introduction to the classics encrypthion and digital chaotic system, represent the method of digital chaotic key system construction. Considering the security of digital chaotic key system, consulting A Statistical Test Suite for Random and Pseudorandom number Generators for Cryptographic applications which is annouced by National Institute of Standards and Technology Committee in 2001, progamming a test software which is a statistical package consisting of 16 tests that were developed to test the randomness of binary sequences either cryptographic random or pseudorandom number generators. And use the test tools to test the chaotic key system we designed. Then pose a digital chaotic system-"one time one encrypt", and design out a improved and mixed encryption system with Quantum encrypt arithmetic. It extremely improves it's security.After that we discuss about the key distribution and transmission.
