AIS and radar, as the main aids to navigation, has the extremely vital role in navigation safety. A new requirement for AIS and Radar equipment is put forward in the revised version of SOLAS Convention,2002 by International Maritime Organisation (IMO). As a new type of aids to navigation system, AIS has the basic function to exchange identification information automatically between ships, therefore will enhance navigation safety. But as an active detecting instrument which has an overall monitoring capability around yessel, radar is still unique and irreplaceable. Therefore, the advantages complementary can be realized through the information fusion of AIS and radar and other existing equipment. This will be an inevitable trend in the development of technology.Data fusion technology is adopted by the information association of AIS and Radar, but data fusion methods are various.The methodology of data fusion is now one of the research subjects. At present, there are two main methods, one is the way based on fuzzy mathematics, and the other based on the statistical method. And the later one has weighting method and neighboring method. The gray system theory, a system to handle poor little sample information and partly known information and partly unknown information, is put forward by professor Deng Julong, from Huazhong University of Science and Technology, in 1982. The theory is applied to research of information fusion of AIS and Radar, in order to get better results.This paper has made the following three aspects:First, associated technical means about the report targets and radar tracking targets is studied based on the grey system theory. Second, programto realize information fusion of targets from both AIS and radar. Finally, associated targets information using the related algorithm.
