The visual perception of human plays an extremely important role. In daily life, about 75 percent of the information is through the visual system. In recent years, along with the rapid development of digital multimedia technology, video monitoring products has been widely used in many aspects of various fields, such as transportation, security defense, industrial and agricultural production and military technology, playing an increasingly important role.However, the current video monitoring system are very sensitive to weather conditions, especially in the low visibility foggy weather conditions, the scenery in the degraded image greatly limits the outdoor surveillance system and the utility. Therefore, in order to improve the efficiency of the stable work of the vision of the monitoring system and enhance the robustness and reliability of the system to work in inclement weather, the research of clear image processing algorithm for the foggy degraded images seems particularly necessary.For the industrial television images, the clear processing of images has its own characteristics, such as the requirement of high real-time, high stability and high applicability etc. Currently, the main common image processing algorithm is that based on the characteristics of the image itself, we use contrast enhanced algorithm of the clarity processing of images, but the program execution results is not obvious and its application is not strong. In addition, there are some other algorithms that not only need to use the image itself, still need to use hardware equipments, such as expensive radar or distance sensor etc to get precise information of the scene depth, so in practical application it is subjected to great limitations. Then realizing the real-time and effective clear processing of video images become a critical technology in the current image processing, which is the key point of this research. The issue is from CCTV monitoring technology that is a part of the project obout Zhicheng Bridge Station and Badong station of Yichang Vessel Traffic Management Systems Engineering of Yichang Maritime Bureau. Based on the analysis of the essence of the degradation mechanism for foggy images and the comparative study of the clear processing methods for foggy images, this research puts forward a stable and efficient algorithm for foggy video image processing which achieves the practical application requirements and has a broad commercial value.
