Video surveillance is at an unprecedented breadth and depth and penetration into the production of human life, learning and social activities in all aspects, play an extremely important role in promoting the development of social economy, the progress of civilization. But the traditional video monitoring method and technology in anti weather, haze, dust storms, illumination effect, damage repair and monitoring information of image acquisition, target lock, retrieval and dynamic tracking have some obvious shortcomings and limitations of low intelligence. Therefore, this thesis tries to research and intelligent video surveillance system research method and system for the repair of image enhancement based on video surveillance, to public security, traffic, Home Furnishing fields, provide a based on the best image quality, self evaluation, image enhancement and intelligent video surveillance system and method of repair and dynamic automatic tracking function.In this paper based on the basic principle of image enhancement, and intelligent video surveillance for the repair of the overall thinking and treatment process, by analyzing the influencing factors of the quality of video image, constructing the video image quality evaluation system, a reference image evaluation method and no reference image evaluation method, and puts forward some supervision under the enhanced image quality evaluation the algorithm, based on image inpainting algorithm, the improved variational PDE TV model based on texture synthesis improved Criminisi image restoration algorithm and target integrated feature extraction of video object tracking algorithm based on intelligent object histogram equalization method based on video; design and development of image enhancement and intelligent video monitoring prototype system based on repair.Running test results of the algorithm simulation and system show that the proposed image enhancement and the key technology of intelligent video monitoring method based on repair, reasonable and available, can realize the automatic evaluation of target image enhancement and restoration, so as to achieve the purpose of tracking, intelligent video surveillance.
