This paper firstly introduced the basic theory on layered atmosphere, than showed the general pictures about the developing of wind-profilers and digital array radar, and specially emphasized the status of the MST radar. In the second part,this paper introduced the relative theory which needed for the MST wind-profiler and digital array techniques, and brought out the calculating method to the detecting capability of ionosphere echoes for the MST wind-profiler, then introduced the typical arithmetic for signal processing of the wind-profiler. In the third part,the paper analyzed all important aspects about the wind profiling radar system in details,then researched and determined all parameters which could affected system capability, such as basic antenna parameters,working frequency, signal processing and transmitter/receiver parameters etc.this part thus gave a practical system frame and working procedure consequently.In the last part, this paper showed some special experiments and its results designed for the system.By researching and calculating, this paper tells that to choose the digital array technique to implement the MST wind-profiler is a reasonable system designing. It satisfied the developing request.
