Along with the development of national economy, the precision demand of board strips is increasing all the time, while, most small steel factories still utilize the outmoded rolling mill which need technological improvement urgently. This paper aims to design one sort of micro-controller based AGC system which could replace the expensive SIEMENS controller device. According to the hard working circumstance AGC controller faced, PIC micro-controller has been selected because of the stability comparison between several brands single chips. Also, to receive the incremental encoder signal, FPGA has been applied and another method has been put forward according to the absolute encoder signal receive.First, from the requirement of AGC system to AGC controller, the reasonable selection and reliability of single chip has been put forward. In order to verify the dynamic performance of AD/DA closed loop, the controlled object circuit model of HCW 650 has been constructed. The PIC single chip could successfully meet the dynamic performance of the AGC system according to the test result.Second, FLEX10K series FPGA device has been chosen as the incremental encoder receiver chip. Because of the interruption sensitivity during the signal transmission, the status program method has been applied. Based on the simulation of QuartusII and the realistic experiment test, this chip could successfully count the pulse signal transferred from the incremental encoder, and then transferred the count number to the single chip. Finally, one method which is used to receive data signal from the absolute encoder has been put forward based on FLEX10K series FPGA device. By means of dividing the whole chip into several different functional parts, FLEX10K10A could receive and decipher the data signal in order. According to the simulation based on QuartusII, this data receiving method has been approved successfully.
