Image quality is a figure of merit for remote-sensing imaging system. Assessment of image quality can not only provide references for the optimum design of the system but also shorten development period of remote sensors, save costs before optical remote sensor development. Hence its study is of significance not only in theoretical research but also in practical application.To evaluate image quality of remote sensing systems, various effects of affecting image quality are analyzed. National Imagery Interpretability Rating Scale(NIIRS) is introduced, and three main works are studied on image quality evaluation of remote sensing systems in this paper.(1) The function of NIIRS scale as the design parameters of infrared remote sensor is determined, and the relationship between NIIRS and GSD,RER,H and G/ SNR is mainly discussed.(2) Image power spectrum is modified by utilizing Wiener noise filter, Image Quality Model(IQM) is derived by appling visual weighed processing to modified image power spectrum, the real remote sensing image NIIRS is calculated by utilizing the relationship between NIIRS and IQM.(3) Based on the target acquisition and surveillance and reconnaissance model of remote sensor, the conversion algorithm from NIIRS to discrimination probabilities is derived, and the similarities and differences between NIIRS and the discrimination probabilities for the performance estimation of remote sensor are analyzed.
