H.264/AVC is a new generation of video compression coding standards researched and established by ITU-T and ISO/IEC, rate control is one of the key techniques in video coding, which will have a direct impact on output stream and reconstructed image quality of decoder.In this dissertation, my research focuses on rate control technology of video coding. With the shortcomings of the basic unit level target bit allocation, an improved bit allocation of the basic unit layer rate control algorithm is proposed. Firstly, the development history of video coding standards is introduced, we describe coding strategies and key technologies; secondly, introduce the principle of rate control as well as the source model, analyze and compare classic rate control algorithm of video coding, lastly, as the basic unit level target bit allocation has some shortcomings, using excess forecast information in the calculation process, it has large prediction error; it is not full advantage of space-time relevance of video coding, we propose an improved bit allocation of the basic unit layer rate control algorithm. Experiments show that this algorithm reduces prediction error, improves PSNR and closes target bit-rate.
