Geographic information video system based on Frame intra-coded is a combined system which contained GIS and Video System. In the background of growing demands in combination of video system and geographic information system, by comparing the strengths and weaknesses of existing studies, combined with geographic information and video features, design and implementation of Geographic Information Video System based on Frame intra-coded were studied.Modules of Geographic information video system based on Frame intra-coded include geographic information video capture and encoding, video decoding and playing, capture model data reconstruction and video clips retrieval using geographic information. Except the original way of capturing video, the definition of relevant geographic information data and camera data in geographic information video capture function was proposed. Through the modification of MPEG-2 codec, using intra-coded way of geographic information encoded in the video frame data, the efficiency of application development was improved, and network streaming service was supported by using the TS package. Design and implementation of a geographic information video player were proposed using the modified MPEG-2 codec. A video retrieving way using the capture model data was proposed and a demonstration of this function using Google Earth was shown.
