Development And Practice For Constructing ISMS Of E-government

At present, the defense ability of information and networks security is in the junior stage of development in our country, and lots of information systems are extremely fragile, especially, E-government systems of government departments, which have a lot of security risks. After applied and putted into practice for many years, Information Security Management Systems have developed as a suit of whole and effective tools in other domains. However, the application of ISMS is also a hot-point problem in E-government systems of government departments. Based on the theory of ISMS, the research work is developed on main theories and implementations of ISMS.The dissertation is composed of the overviews of ISMS, the course of constructing ISMS and analysis of effect, and practical example of constructing ISMS, and practical experience and foreign experience. The core contents are summarized as follows:(1) Overview of theory of Information Security Management SystemWe develop theoretical part of ISMS, the origin of Information Security Management System, the research and development at home and abroad, ISMS standards of the relevant research; and clarify the intrinsic link between the standard.(2) Studies on theories and practices of ISMS. Examples of building the practice of ISMS in Government departmentsStudy and analyze the construction process and the effectiveness of ISMS, on the basis of practice at home and abroad. The case of a district constructing ISMS implementation process, including background, requirements analysis, the implementation of the project organization, project scoping and implementation of the project in five phases: preparation, research status, risk assessment, system development, test run. Research the five stages of the work, the key methods, work procedures, and a number of issues of the implementation process.(3) Giving the process of constructing ISMS and effect analysis. Summing up the key elements and Frequently Asked QuestionsThrough the analysis of information security management in Government departments, combining with government departments, the application of information systems practice, we give the process of constructing ISMS, and the effectiveness of targeted analysis of problems in the construction process and key factors analysis. We propose suggest to the issue of universality.The research work in the dissertation is mainly supported by the research project in practical work.The dissertation concludes 4 Figures, 5 Tables, and 23 references.
