In the times of global economic integration and knowledge economic competition, diverse customer demands, homogenizing market competition and deepened network technology application have brought new challenges to the business management of chemical engineering enterprises which are in urgent need to enhance the ability of value-creation in an adapt to the ever-changing market circumstance.Enterprises gradually realize the importance of Management Information and more and more enterprises prefer implementing enterprise resource plans to enhance their core competitiveness. These will be improved gradually with the aim of improving working efficiency and enhancing economic efficiency. Intense market competition has forced enterprises to make punctual and accurate decisions .Facing this situation, modern ERP attaches more importance to the policy-making support function of the system. With the help of Sales Management System, decision-makers need turn to sales statistics, sales forecast and sales analysis for help in formulating long-term plans, sales strategies as well as production plans.This paper bases on the sales management theory and we have unified the advanced sales management theories and enterprise's actual demands , carried out the detailed functional analysis and data-flow analysis to the original ERP system, discovered the insufficiencies as well as proposed the system function expansion plans. We adopt three-layer distributional framework which is as the same as the original ERP system and use PowerBuilder 8.0 as development tool , SQL Server 2000 as backstage database. Through this, we have achieved the extended functions such as sales forecast, sales plans, sales statistics, sales analysis as well as the integrated management of order and customers. The new system has been used in Bluestar's subordinated companies such as Bluestar Daqing Company and Shenyang Wax Company and has obtained good effects. It greatly enhances sales persons'working efficiency. With a high accuracy and usability in the functions of sales forecast and plans, it enhances enterprise competitive strength and management efficiency and reduces management risks.
