With the development of technology, the human are accumulating rich science data in the sci-tech activities of understanding and reforming the world. The rapid expansion of science data leads to the problem that people can't timely get the needed information, thus affecting the dissemination speed and utility efficiency of science data. In order to make users find the information they care about accurately, we must ensure that scientific data can be timely and quickly transferred to user, and that is also a key problem in the Scientific Data Sharing Program.Among the many methods which are used to construct Scientific Data Sharing Program, OAI-PMH is a simple and effective one. It can automatically collect scientific metadata in various parts, provide value-added services for users by setting up meta-database, actually implement metadata exchange and sharing between different platforms, and markedly improve the interoperability. In order to ensure that users can get the latest scientific data from the sharing platform, we must keep metadata synchronization between Data Provider and Service Provider. In this paper, we analyze the drawbacks of the original synchronization method and propose a new way to solve the problem by adjusting the harvest interval dynamicly based on repository update interval and repository request variation. Furthermore, in order to assure users getting the update timely, we proposed an XSLT-based transformation mechanism to transform the OAI Records of a web page to RSS document formats(such as RSS 1.0 and RSS2.0).Using the characteristics of real time ,standard format and easily integration in the RSS technology, we re-integrate the RSS documents by subject from different Data Provider into RSS feed, then provide a RSS feed subscription page for users. By the subscription page, users can subscribe the information they are interested in. Using RSS reader, users can get repository's update information in real time, thus greatly meeting users'needs and remarkably promoting information transmission.
