With the rapid development of networks technology, especially the extensive application of Web technology, at the same time, massive construction of networks basic facilities and the imperious need of sharing the teaching resources, it becomes more and more important to construct the Network Instructional System. Taking into account, Xinjiang is a in Uighur, Kazak, Kirgiz and other ethnic minorities as the mainstay of the multi-ethnic region, in these minority Languages, especially Uyghur plays an important role in routine life and learning of people. All kinds of school , Uighur students account for a large proportion of , therefore, the Network Instructional System not only for Chinese students, but also for the Uighur students. So design and development Based on Chinese and Uyghur Network Instructional System.In the campus network and internet application environment, the network Instructional System developed based on B/S mode, utilizing the technology of JSP and JDBC to access the MySQL database, And Microsoft IIS , Resin act as the Web server. Because the Network Instructional System not only for Chinese students, but also for the Uighur students, So must consider How to use two different languages to build support database and design server-side.There are 5 chapters in this paper. In first chapter, introduce the educational system and the teaching mode based on the Internet, . In chapter 2, introduce computing Model of development the composing of Web and the Web programming technology. language solutions is introduced in chapter 3. In chapter 4, detail the idea of design and implementation of the Network Instructional System. In chapter 5, research of security mechanism of the Network Instructional System.
