Design And Implementation Of The Primary E-government System Based On J2ee

Currently, the e-Government becomes more and more widely used. All levels of the government are building their own e-Government systems, some of which are professional systems, others are managing systems. Electronics information service based on one-website such as government affaires services, government affaires publicity, government affaires portal, affaires on website, not only improve the government efficiency, but also bring convenience to the people.This paper introduces the progress and actuality of national and international e-Government. We have researched the object-oriented system design and analyses, including UML, the Rational Unified Process and the steps, principle and fundamental demand of database design. The paper presents the system structure and the core technique of J2EE, the design pattern MVC and the key points of Struts+Spring+Hibernate framework. Then it brings forward the technical framework based on the J2EE and the scheme as a whole by introducing the demand analyze of the most modules and the characteristics of e-Government and J2EE.We have realized our grass roots e-Government System by using object-oriented system design methods and combing own work practice.The key technologies and solutions of our system are as following:(1) Use Struts+Spring+Hibernate multilayer framework to make various layers of J2EE independent and increase the reliability of software system.(2) The people browsing the web page, the system manager and the leader of department can communicate each other.(3) It has well expansion ability, for example, it can add or delete WEB navigation bar, WEB page and new e-government system conveniently.(4) It can set up the different operating authorization for each department.(5) The content issuance is very simple and convenient, and has the powerful function similar to editing the document of WORD.(6) Because of combining the security of database management and Hibernate, the system security is enhanced. (7) As the system is designed with the advanced Unified Modeling Language, it is very effective, reliable and extensible.
