The higher education in our country aims to enhance the students' comprehensive capability and to raise innovative high-tech talents. University laboratories are the bearer of all the experimental teaching, and is also the most important part of the whole teaching system, which provide the base for cultivating the students' engineering quality, practicing their practical ability and also provide utilities for their extracurriculum activities. With the gradual advancement of the transform for college management, and the more standardization and complication of laboratory construction, it is in urgent need of the computer-assisted management in order to simplify our work and improve the efficiency. It is of great importance for the reasonable use of modern computer information technology to explore more efficient use of the open management model, develop open experiment teaching management system based on Web, standardize the information of experimental teaching management, optimize the allocation of resources and thus enhance the quality of teaching.Based on the Standards for Education Informatization (First Section Standards for School Informatization)by Department of Education this paper, by analyzing the the existing situation and development parameter of the information management of education home and abroad, and combining with the service aspects of Shandong University Computer Center, has designed MIS System fit for the experimental management of our college, and built out a new set of open experiment teaching management system model on which detailed plans have been given and the realization of main functional models have been talked about in detail.According to the latest distributed technology , object-oriented analysis method and model construction based on UML, by making use of JSP, JavaBean and Servlet, this system has realized the subsystems like experimental teaching management, open laboratory management and experimental equipment management. This kind of construction will effectively distinguish the functional models of logic execution , application control and data display, and also concentrate on developing any model without worrying about the coupling problem which enforces the flexibility and stability of the whole system and thus provides convinience to the development, integration and upgrade of the system. Due to the improporty of resource alloction using intellective course arranging function, this paper also analyzes the new method of arranging courses based on the combination of bounded backtracking method and human interference.The practical application of this system has testified that it is of certain openness, expandability and easy-maintenace and thus the development of the system is successful.
