Firstly, reviewed modern land information management model, this paper discuss the study background and significance of topics, and comment on the current level of science and technology for land management changes. By catching on the current condition of prime farmland information management, we propose to make full use of the second national land survey results, and to establish information systems suited for prime farmland management.Secondly,Key technology in process has been carried out a summary on system development. Web GIS technology concept and main characteristic were introduced. Through adopting platform of WebGIS, the article established the manager information system for prime farmland of Leling and provided convenient manager sysytem .This system can meet the manager demand of querying, statistic, analysis and situation monitoring of prime farmland information.Thirdly, the requirement are analyzed and the overall design of this system is carried on, then we expounds the design thought and the technology route of the system, and also research method of this system, the system framework, exploitation environment, developing mode, database design are described in detail. The software framework and function framework of the prime farmland management information system are designed, and database design is expounded, as establishing model and analyzing the relationship between different objects. By studying data features, we ultimately accomplish the overall design. At last, after the main characteristic of the system is summarized, we bring out the key technology and innovation of this system design. The shortage of this system is brought forward, and the application foreground of the system is prospected.
