With the emergence and development of the Internet, it has become possible that data's share and exchange between alliance enterprises, Hoping to eliminating conflicts and abnormal between heterogeneous data and conduct interoperability information.But the key and difficult problem to solve heterogeneous data interoperability are semantic heterogeneous. Ontology is able to clearly express the relationship between concept and the concept of certain field, so data interoperating based on ontology can solve this problem very well.The first step of ontology-based data interoperability is to build ontology.The quality of ontology has a direct impact on further application and research. At present, most ontologies are built manually by the experts in the field, which have many disadvantages such as complex engineering, slow building and so on. The paper makes a deep research on building ontology based on relational data, Set up a series rules of access Ontology Construction elements, put forward a framework for building ontology base on above rules. The first step of the framework is to get the relational schema from relation data, the next step is to get the basic elements of building ontology through that rules, and the final step is to build the local ontology through Jena API.Ontology mapping is the most important step of interoperability. There are many Semantic conflicts between different ontologies,and how to solve these semantic problems, and provide a unified semantic access layer in different domain ontology of heterogeneous data this needs to research on the mapping method between different data ontology. This paper builds a framework to map ontologies with multi-tactic; most Methods have not pay attention to the relationship between the attributes of concepts. So in the framework, we put forward through calculating the similarity of Concept name, collection of concept Property, collection of related concepts to determine the mapping relationship between ontology. Improve flexibility of mapping method through use of semantic radius.Finally, we take two heterogeneous PDM systems (SmartTeam and KM PDM) of CIMS as an example, Set up an interoperability framework and use the method proposed in this paper to build the corresponding experimental ontology, and make a illustrate and calculation for there's mapping process.The results of mapping analysis showed when we add concept and attributes' similarity, at the same time, by extending radius of semantic can help to improve the recision and recall. Laid a foundation for the further implementation of the alliance enterprise's data sharing and reuse, accelerate the product development process and reduce the cost of enterprises.
