Because of the rapid growth of the telecom services, traditional telecom network becomes inadaptable and cannot satisfy the growing needs of telecom services. As a result, traditional telecom network is evolving to NGN(Next Generation Network) by converging with Internet technologies. The NGN is a great evolution involving all the layers and parts of the traditional telecom network. The once closed telecom network becomes open, but this openness also brings new urgent security problems.The network security situation assessment is a kind of security technology that best fits the characteristic of the NGN security problem. The risk data collection is the first step of the network security situation assessment which is used to collect risk data in real time. However, current risk data collection technologies cannot fulfill the needs of the NGN security situation assessment, and those technologies are mostly based on the Internet. So there is a need to integrate and improve current risk data collection technologies to satisfy the requirements of the NGN security situation assessment.This paper analyzed the characteristic of current risk data collection technologies and frameworks and proposed a new system of NGN risk data collection system by integrating security tools. This system can adapt new security tools quickly and fits the changing requirements of the NGN security.Firstly, this paper introduced the development process of risk data collection technologies, and analyzed the requirements of NGN risk data collection technology. Secondly, the paper proposed the design of the NGN risk data collection system. Last, this paper showed the detailed design of the threat data collection subsystem, including its implementation and test.
