This article, in the process of transforming from traditional 114 system to integrated information service Telecom Platform, taking the concept of Technology Olympic, aims to build a personalism, intellectual and widely-covered city information service system, based on the mobile terminal and location tech, so that the clients could be served through the channel of personalized interface presented by GIS system and short message gateway.The core part of CCS is the integration of 114 Data, Olympic Data and GIS Data, thus realizing the intercommunication of call center, short message gateway, location gateway and GIS system. Related inquiry interface of CCS would be installed in existing systems, providing inquiry service and location service for the clients via short message and WEB.In analysis of CCS business demand, this article describes the layer structure, systematic framework and topology of this system, divides the functional module, and plots out the technical demand what function-support layer and function-realizing layer should possess, proposes the interface design of overall function-switch layer related call center, short message gateway, location gateway and GIS system, as well as the complete description of interface realization.The whole design scheme in this article has been implemented in Beijing Netcom, earns a positive result in application during Beijing 2008 Olympic Games, leads a new orientation for Telecom Carrier.
